The book is the first in Russia and one of the first publications
in Europe devoted to the EU Charter of fundamental rights of 7 December
2000.
The publication includes:
- The general introductory part ("introductory commentary")
describing the basic features of the new Charter, the working
of the Convention which prepared the text of the document, the
relationship between the Charter and other European, national
and international texts on human rights, as well as the significance
of the Charter (in particular for the Russian Federation and Rus-sian
citizens). A special attention is also given to the prospects
of the Charter in the light of post-Nice process leading up to
the possible incorporation of the Charter into the constituent
treaties or into the future Constitution of the European Union;
- The text of the Charter itself translated into Russian and
commented article by article. Apart from the legal analysis of
the Charter itself the commentary provides the comparison of its
provi-sions with those of other human rights instruments, especially
with the rules of the European Convention for the Protection of
Fundamental Rights and Freedoms. The articles of the EU Char-ter
are also compared to the norms of the Russian Constitution (Chapter
2. Human and Civil Rights and Freedoms);
- The Supplement made of the Russian version of the European Convention
for the Protection of Fundamental Rights and Freedoms with subsequent
protocols.
